The steel that David Lindley played with Jackson Brown and the steel Dave Boquist plays with Son Volt (Straitaways)sound similar to me. Does anybody know the instruments or tunings these guys used? Thanks

Mr. Dave's main laps during the Jackson Browne years were a National Dynamic & a Panda Ricky. In Guitar Player magazine DL said that "Running on Empty" was the Rick tuned in open A(AEAC#EA/Low to High) so that lead was on the 12th fret. His main tuning was open E(EBEG#BE) or open D, one step down.

I can't say for sure what Dave Boquist used with Son Volt, but David Lindley used a Rickenbacker B-6 tuned in open E or open D for most of his work with Jackson Browne.
Check out Lindley's web site for some pictures of some of his many instruments.

Terry, is a "Panda Ricky" a type of Rickenbacker?

That's a nickname for the Rickenbacker B6, based on its black Bakelite body and white body panels. See this picture for an example.
I just heard from a friend that Dave Boquist's main lap steel was a Dwight (made by Valco) stolen from him in 1998.

What should I look for when buying one of these Pandas (did pickups vary, etc.) What should I pay for one that's in decent shape?

Peter, conventional wisdom is that the very best Rickenbacher/Rickenbacker Model Bs are the pre-war models with the bigger 1-1/2" wide horseshoe pickup. However, most pre-war Ricks have chrome, rather than white, plates.

(By the way, there are many of us who question conventional wisdom -- because we're very happy with our post-war Model Bs. I've got a 1949 six-string "Panda.")

If you use the Forum's "Search" function you can find dozens, if not hundreds, of related threads. And you can learn a bit more here.
