I am working on a Marlen and have everything in tune but the fourth string. I can get all the raises, but then can't get the half lower. I can have one or the other. Actually I can have the lower, but not third pedal raise. I am running out of ideas. It is a guitar with the push-pull works in it. You Marlen guys know what I am talking about.

Ok Craig; lets see if I can explain in words..ha...>

That 4th and 8th string fingers should be in an idle position...so the finger can move forward and back. It is held in that position by the rod that lowers the string and that rod should have a spring on the other end of it to hold...and the rod should have a nylon tuner at the finger end.
The 4th string pedal raise to F# should have a (I call it shaft colar) behind the finger..and the 4th and 8th string raise half tone should have a nylon tuner.
To set it up...>screw in the hex screw at the end plate to push the finger in the nutral position..and tune it to E. Now loosen the set screw holding the rod on the puller(bell crank) of the rod that lowers. So now you should have that spring at the other end and its tension on the finger and the nylon tuner is up against the finger. Now re-tighten the set screw on the puller. Now loosen the set screws holding the rods on the pullers for the raises. Now back out the hex screw at end plate...and the finger should not move....>so your backing the hex screw that was holding the finger...and lower the knee lever to the Eb and it will stop where ever you have the hex screw backed out to and the stop point of the knee lever stop screw.
Ok now you have E to Eb...>Ok where that finger lowers to that point is where you pull the raise rods up to and re-tighten set screw...>so lower the finger and hold it there at the Eb point..and pull up the rods that raise to the finger and re-tighten set screw on puller.
So know you let off the lower knee and you can see the finger has some distance in front of the nylon tuner and shaft colar for the raises??..So now you need to have enough travel on the pedal and knee that raises to go that distance and then to the whole step or half step raise.
Here's how you tune all of it.
Push your C pedal down and tune the F# note at the keyhead tuner....>now let off and tune the open E note on the nylon tuner that lowers the string....and now lower the string and fine tune the lower on the hex screw at end plate. Now tune the knee lever raise a half tone on the nylon tuner for that rod.
