Richard,

It's a booster (or buffer amp, depending on your preference in terms) with optional fuzztone/distortion. The typical place for it is in line between you guitar and your volume pedal. The booster helps reduce the dulling effect the pedal produces when you back off on the loudness. There's a Steel Driver mounted on the leg of my MSA in the link, below.

I would add to what Bill said, that the fuzztone is a 'clipper' and is very 'friendly'.
