Around the DC area, it was a guitar solo played on guitar, at least on the cross over radio stations.

Tony, my apologies for confusing you. Let me state in simpler terms that I, for one, find it odd that you would choose Scaggs as to where to draw the dividing line between old school/new school steel styles. I've never given even a passing thought as to which 'era' the players style was derived from. The steel playing always sounded very traditional to me, (and top-notch as well!)
